 In the midst of the recent Covid-19 cases, coupled with the Covid-19 tsunami case, India makes the government feel anxious. For this reason, the government has made restrictive regulations on people going home.

In order to prevent the spread of Covid-19 during the fasting month and the Eid period, the government has imposed a ban on going home and tightened travel that must be obeyed by all levels of society. The homecoming regulation for 2021 has been legally issued and comes into effect. However, there are still many people who are confused about these rules.

Initially, the government only issued a ban on going home for 6-17 May 2021. Then some time later, a regulation on travel tightening was enforced from D-14 and H + 7 to ban homecoming or on April 22 - May 5 and May 18 - 24, 2021. Here are the differences between the two.

During the period of the homecoming prohibition, the community was completely prohibited from leaving the city except for certain matters whose conditions were contained in official government regulations. While during the period of tightening travel, people were still allowed to travel outside the city, but with tightened document requirements on all fronts.

Prohibition of going home in 2021 and its regulations

The homecoming ban applies from 6 - 17 May 2021. During this period of prohibition of going home, people are prohibited from traveling outside the city using any mode of transportation including land (cars, motorbikes, buses, travel, trains, etc.), sea, and air.

The following are the rules that apply during the homecoming prohibition which are contained in the Covid-19 Handling Task Force Circular Number 13 of 2021.


• Exemptions from the prohibition of going home

The exceptions for the prohibition of going home are for essential and urgent matters for non-homecoming interests, such as:

Logistic distribution service vehicle

Work or business travel

Visiting sick family

Visiting bereaved family member

Pregnant women who are accompanied by one family member

The interest of assisted childbirth is a maximum of two people

• Required documents

For people who need to travel outside the city and fall within the exclusion criteria for the prohibition of going home, there are document requirements that must be completed before the trip in the form of a printed travel permit or an exit / entry permit with the following conditions:

For government employees

It is obligatory to attach a print out of a written permit from an Echelon II level official equipped with the official's wet or electronic signature and the identity of the prospective traveler.

The workers referred to are state civil servants (ASN), state-owned enterprises (BUMN), regional-owned enterprises (BUMD), TNI and Polri soldiers.

For private employees

Attach a print out of a written permit from the company's leadership, complete with the official's wet or electronic signature and the identity of the prospective traveler.

For informal sector workers and the general public non-workers

Attach a print out of a written permit from the head of the village or head of the village which is equipped with a wet or electronic signature of the official and the identity of the prospective traveler. The above mentioned ICT can only be valid for one person and one round trip, city, regency, provincial traffic , and country.

Travelers must also have a negative Covid-19 certificate with an RT-PCR test, rapid antigen test, or a GeNose test. Checks will be carried out at each area entrance, rest area, major city borders, and other areas deemed necessary.

• Eight areas are allowed for local homecoming

During the period of eliminating homecoming, the government still allows people who will travel to local homecoming, aka go to other areas that are still included as the same agglomeration.

Agglomeration is a unitary area consisting of several city or regency centers which are connected either by land or by sea. For people who are in an agglomeration, homecoming visits may still be carried out.

In total there are eight agglomerations that are allowed to do local homecoming. One on the island of Sumatra, six on the island of Java, and one on the island of Sulawesi.


Travel tightening of the 2021 Lebaran season and the rules that must be followed

During the travel tightening period which took place on April 22 - May 5 and May 18 - 24, 2021, people were still allowed to travel without SIKM, but there were still tightening rules regarding the results of the Covid-19 test.

Tightening measures include shortening the validity period of the negative Covid-19 certificate, checking negative inspection results at each area entrance through airports, train stations, and ports.

Random checks are carried out for vehicles entering other areas by the local Covid-19 Handling Task Force.

The requirements that need to be considered during the travel tightening period are:

Travelers who use public transportation, whether sea, air or land, must have a negative Covid-19 certificate through RT-PCR examination or antigen rapid test, the sample of which is taken no more than 1x24 hours before departure or GeNose C19 inspection at airports, seaports, and the train station just before departure.

Travelers who use private vehicles are still advised to have a negative Covid-19 certificate through RT-PCR and rapid antigen tests whose samples are taken no more than 1x24 hours before departure because there will be random checks at regional border points.

An appeal for filling out the e-HAC aka Health Alert Card for travelers using land transportation, both public and private.

Obligation to fill in e-HAC for travelers using sea and air transportation modes.

Children under 5 years of age are not required to have a negative Covid-19 test result letter as a condition of travel.

For prospective travelers who have a negative Covid-19 test result but are showing symptoms, the trip may not be continued and are required to undergo RT-PCR examinations and carry out independent isolation while waiting for the results of the examination to come out.
